Additional Minutes Notes
Guidelines for Textbook Assignments. The Council considered the proposed policy pertaining to the assignment of course materials (textbooks, etc.). Dr. Eftink presented the background that led to the development of the policy and the details of the policy itself. A motion to approve the policy and add it to the policy directory (with changes that might be dictated by IHL to limited sections highlighted in the attached proposal) (Eftink/Wells) passed. Announcements: (1) IHL has announced an initiative to facilitate the continuation of a student from an Associates Degree to a four-year degree. There are some issues to work out with the core curriculum as this core can vary between community colleges. (2) The Governor is announcing budget cuts today. We still face considerable uncertainty about the extent of the cuts. The Provost will keep people informed as details become available. (3) The SMBHC announced that there is a student who is being interviewed as a finalist for a Rhodes scholarship.

Minutes

UNDERGRADUATE COUNCIL

Minutes of Undergraduate Council meeting on 11/06/2009

Council of Academic Administrators Notes:
(1) Course Changes, Additions, Deletions, Program Changes, Adding/Editing Text under College/Schoolwide Degree Requirements, and Changing FCS course prefix in School of Applied Sciences were approved (Chitwood/Wilder). (2)Course Changes, Additions, and Deletions in all other programs were approved (Hopkins/Wells). (3) Taylor Medal Regulation Changes were discussed. Dr. Canty explained the changes that were recommended by the Undergraduate Council (see attached document outlining those changes). There was discussion around the procedure used to determine the number of medals designated to each school. It was suggested that the Undergraduate Council consider cut points for assigning the designated medals (e.g., 0-10% of student body = 1; 11-20% of student body = 2; over 20% of student body = 4). This would prevent having to revisit the regulations each time the percentage of enrollment changes within each school. After the discussion, the changes recommended by the Undergraduate Council passed as submitted (Hopkins/Burnham), and the council recommended that the Undergraduate Council consider establishing a cut-point system (or other simplified system) of determining the number of designated medals assigned to each school. (4) Plus/Minus Grading System Recommendations. Motions to move forward on a plus/minus grading system by appointing a task force to work out the details have been considered by the Graduate Council and Undergraduate Councils. A motion regarding this issue failed the Undergraduate Council at their September meeting, a motion passed at Graduate Council meeting in October, this motion was brought back for consideration at October meeting of Undergraduate Council and was tabled, the motion was reconsidered by Undergraduate Council at their November meeting and it failed to pass (4 to 4; 2 abstained). All motions to date have been tabled by the Council of Academic Administrators pending final motions and action by the Undergraduate and Graduate Councils. A motion was made to: move forward with the appointment of an implementation task force to work out the details of implementing a plus/minus grading system and bring back those details to the councils for approval. The motion (Sufka/Chitwood) passed.
